Charlton took the title over with #15 and published it to #21, the last pre-code issue, in November 1954. This is what is contained in the 3rd collection, i.e. #15-21. Then they restarted the title in 1957, with Vol 2 #12, which ran through #16. These Volume 2 stories are collected in the this 4th volume in this series. Thus the overlapping numbers.
