Judge Caligula (known as 'Judge Cal') is a villain from the 2000 AD strip Judge Dredd. He was Deputy Chief Judge and head of the Special Judicial Squad, the branch of the Justice Department which judged the Judges in Mega-City One. When Judge Caligula takes over power in Mega-City One, all hell breaks loose. Judge Cal was the former head of the Special Judicial Squad and former Deputy Chief Judge who, for a brief few months, served as Chief Judge of Mega-City One. It's unknown if he was always completely insane or gradually deteriorated, but by the time he was Chief Judge he was completely deranged: murdering people at the slightest whim, being randomly cruel, appointing a goldfish as his deputy, and finally trying to execute the whole city.
